A customer has users associated with more than 15 locations but is unable to use all of them because students and staff are limited to a maximum of 15 location_ids in total (1 primary and 14 additional). This is a hard-coded limit originating from 2017: https://support.apple.com/en-us/102771 In the meantime, Apple has made an undocumented change and increased this limit to up to 999 possible location_ids: https://support.apple.com/en-us/101183 We should update our implementation to support this higher limit and/or make the limit configurable.
