If it does not fit into the GDM design we could show a simple window with a Welcome screen:
 - auto login
 - simple QT or GTK tool which displays a html welcome screen
 - the html site includes a hint for the management interface and links for a grahical or command line login

No changes are needed for GDM: The KDE menu already contains a prominent link "Server Adinistration", which opens the server start page in Firefox.

This message is missing for the root user. I filed Bug 31811 for that. It's not much of an issue, though since during root login a message is displayed, which recommends to login as the Administrator instead.
