Unify section IDs

Currently, the URL of the manual (in English and German) is dynamic and changes with each UCS version. In order reference the manual from within UMC, we need a stable, version independent link, e.g.: http://docs.univention.de/de/manual http://docs.univention.de/en/manual What about old manual versions? Why can they not be accessed?
Already exists, e.g. http://docs.univention.de/handbuch.html links to the most currentl manual in German. > What about old manual versions? Why can they not be accessed? We didn't use Docbook prior to 3.1, so we can't generate a HTMLified version. The documentation for older releases and related products can be found here: http://www.univention.de/download-und-support/dokumentation/standarddokumentation/

There's still an issue with the section id: They are not identical between the German and English version, so for example: <http://docs.univention.de/manual-3.1-1.html#introduction:Introduction> <http://docs.univention.de/handbuch-3.1-1.html#introduction:Einfuehrung> It would help to use the English IDs also for the German manual, since than only one set of IDs must be stored. FYI: This would also help with the olink-database, since it would allow an automatic switchover from German to English when no German manual exists. <http://www.sagehill.net/docbookxsl/OlinkResolving.html#OlinkLanguageFallback>
