User quota set by policy is not edited / removed upon editing / removing policy

See Bug #33174. Currently the quota policy setting is not set again if the quota value was already set. The manual should mention this behavior. +++ This bug was initially created as a clone of Bug #33174 +++ when defining a user quota policy in shares => policies quota gets set correctly as soon as someone connects to shared folder. But upon removing the policy the quota still exists. Also any changes made to this policy are not applied to the quota.
With Bug #33174 fixed the new behaviour should be documented: The user-share policy contains a new flag which allows the admin to configure if the quota settings should be (re-)applied on every user login.
Suggested changes for the quota section: - Mention the reset flag for share policies introduced in Bug 33174 - Setting 0 as a value disables that quota value respectively sets it to unlimited. - With Bug 31277 fixed the whole section about quota on '/' filesystems can be reduced to the last item: A reboot is necessary if xfs is used on the '/' partition
