The app "radius" does not use a component repository (all packages are contained in the UCS repository) but the app configuration does not specify "WithoutRepository=True", therefore the app center does configure the repository which, due to it being empty/invalid, leads univention-updater to reject updates.

When a new app version is created with "WithoutRepository=True" set the app center detects the new version as installed directly because WithoutRepository=True apps are not checked for in UCR.

Thus the UCRV have to be unset by univention-radius (or manually), to remove the problem for already installed instances.

Additionally, to fix new installations, the app configuration should be changed to "WithoutRepository=True".
