What is the target and the scope of this bug? You changed with this bug a lot of different topics.

I don't see why this bug blocks Bug #41608 and Bug #41961.

GTD:
- Fix dependencies on broken packages, which prevented installation of some required UCS packages
- fix dependencies for future updates, which should be fixed now (there's a reason, why Debian is getting better with updates...)
- fix small issues now tree-wide as it's much more efficient to do it once-and-for-all instead of an on-demand and one bug per package base.
