At some point we should remove remaining UMC operation sets and ACLs for the passwordchange module. This can be done if all systems in a domain are >= UCS 4.2.

+++ This bug was initially created as a clone of Bug #42173 +++

The new menu in UMC should integrate the Change password module.

The operation set exists only for visibility. Not for functionality.
