nt-diagnostic-blocked-ucr-templates-421.patch

Adds a new diagnostic check `check_ucr_templates.py` which runs univention-check-templates. This is based on `check_blocked_ucr_templates.py written by Julian Hupertz.

Looks good :)

What I tested:
Edited "/etc/univention/templates/files/etc/krb5.conf", the check warns me about that file -> OK

YAML -> OK

A diff would be nice, but I think that's not really possible at the moment.
