The default of normalization:firstname and normalization:lastname has been changed to "false".

The tests now fail: http://jenkins.knut.univention.de:8080/job/UCSschool-4.4/job/Install%20Singleserver/lastSuccessfulBuild/Config=s4,TestGroup=import1/testReport/junit/90_ucsschool/219_import_users_umlauts/test/

Fix test and add code to test both settings (normalization:*name=True and normalization:*name=False).

Looks about right to me and test runs successfully now.
