PackageManager in UCS@school Installer fails to update package cache

+++ This bug was initially created as a clone of Bug #46469 +++ After the apt-get update call in the school installer, the package manger needs to reopen the cache: _self.package_manager.reopen_cache() Otherwise it still uses the old apt data. Noticed in 4.3 -> 4.4 update test. The ucsschool-single-master package was not found due to this.

Set down user pain because nobody noticed this yet and most customer probably set up ucs@school directly after the installation.
