Make shortening of textual import summary configurable [was: shorten textual import summary]

Via Bug #47841 a change was implemented that hides the usernames from the import summary if there are more than 8 users (of that role). We received several complaints from smaller to medium sized customers regarding this change. We should add an UCRV (or import-config-option? or similar ...) to make this behaviour configurable. +++ This bug was initially created as a clone of Bug #47841 +++ Customers may import 50.000 users each day, resulting in > 10.000 lines of textual summary. The textual summary of an import job should not list created/modified/deleted users if they are more that 8 (2 lines) per role. The lines with numbers ("Created ImportStaff: 10" etc) and the complete error list (regardless of length) should remain.
