Version of aiohttp 3.8.0 honors the "no_proxy" env setting. The UDM REST API Python client in version 1.0.4 uses it, when bug #54054 is verified.

Update the Kelvin REST API to use udm-rest-client>=1.0.4 so is also supports "no_proxy".

* The updated README_UPDATE_* files were pushed to the test appcenter.
* The Docker image was rebuilt (.../ucsschool-kelvin-rest-api:1.5.1).
