plugin file for temporary fix

The plugin for the UCS@school ID Connector implemented in Bug #53887 is missing the implementation of the school_authorities_to_distribute_to hook for user objects.

That leads to users not being distributed to out queues that are configured with the kelvin-partial-group-sync plugin.

The attachment contains a plugin, which fixes that bug if copied to /var/lib/univention-appcenter/apps/ucsschool-id-connector/conf/plugins/plugins/ and a follow up app restart.

This bug is created to fix that problem in the product.
