We should provide a skeleton package for translations. This package should be documented in the developer guide.

I think it would  be nice if a translator checks out the package via svn, renames the package, copies the po files into the package and can build this package.

After the installation the new language should be available in UMC.

During UCS 3.2 development additional static pages have been added. These have to be handled seperately -> depend on Bug 30811

Depends on Bug 31700: Revise UCS overview site
After the overview has been finalized, the translation templates have to be checked and integrated.

- file endings have been removed from executables
- dev-guide: 
 - translations has been extracted to a seperate chapter for future extensions
 - text has been adjusted
