hidden error message

If a popup is shown when UMC login fails, it is not readable because the login window is placed above it. See attached screenshot.
Happens at least in chromium and firefox.

Any error message during login should be shown in the message box beneath the login mask.

This error can be reproduced when the umc-web-server is stopped.

The underlying problem was fixed un the today released erratum  http://errata.univention.de/ucs/4.0/51.html.

The message popup in the background has been generically fixed by checking if the logindialog is opened and call the show method with an offset of 100 milliseconds if so. Also the error messages if either UMC-Web-Server or UMC-Server is not running have been improved. Adapted patch was commited.

The error message is not localized. Apart from that, works really fine.
