Revised app view

In the scope of this bug, the app view will be revised. This includes especially changes of the basic structure with tabs and entry fields as well as saving the app information.

Following the revised usability concept, an app can have 3 states:
* Draft: clicking on "save" will sync the current state to the testing App Center
* Published: Univention can be requested to publish an app to the App Center
* Published with changes: the has already been published, yet there exist changes
  in the testing App Center that need to be synced (note that only particular 
  aspects may be changed once an app has been published)

This bug will not cope with the implementation of:
* screenshot/video tab
* translation tab
* The logo preview widget (with the chequered pattern background)
* the three left most module icons (version selection, notifications, preview)
* displaying differences of a changed published app
